If that doesn't work you can try ticking off a few percent of their hull and comming them each time. Start taking their shields down to 0%, and comm to surrender (only works on Pirate & Yaki, can't comm Xenon or Kha'ak), if they tell you to piss off, take their hull down to 87% and repeat comms. Try this when the next time you want someone to bail. The PBE has a decent fire rate, with huge shield damage, and almost zero hull damage. The PRG has an extremely high fire rate, which NPCs don't like, with decent shield and little hull damage. I've had good experience with two weapons getting pilots to bail, the PRG (Phased Repeater Gun), and the PBE (Pulsed Beam Emitter). High morale & experience, and the pilot is going down and flames, low, and well, he'll want to live. Generally, the chance of a pilot bailing is determined by two (hidden) stats, morale, and experience.
